Petrocity Authorized to Begin Land Expropriations for the Railway from Barra de São Francisco to Brasília

Petrocity Ferrovias has officially become the first private company in Brazil’s history to obtain authorization for land expropriations under the new railway framework. This approval allows the immediate commencement of construction for the Juscelino Kubitschek Railway (EF-030), a significant milestone in national infrastructure development.


The authorization, granted under Decision SUFER 119 on November 25, 2024, by the National Agency for Land Transport’s (ANTT) Railway Transport Superintendency, was published in the Federal Gazette on December 4, 2024.


According to an expert cited by Tribuna Norte-Leste, this publication marks the most critical stage in constructing a railway under Brazilian law. From this point forward, all land within an 80-meter radius from the projected railway axis is declared a railway domain subject to expropriation in the national interest.


Key Project Details


Petrocity Ferrovias plans to expropriate 17,000 hectares of land along the 1,360-kilometer stretch between Barra de São Francisco (ES) and Brasília (DF). The railway will avoid sensitive areas such as reserves and urban zones. Expropriations are expected to begin in January 2025.


Additionally, Petrocity has three other railway projects under development to form a 2,160-kilometer integrated network. This network will connect São Mateus (ES) to Mara Rosa (GO), interfacing with the North-South Railway, which runs from Itaqui (MA) to Santos (SP).


Ongoing projects at ANTT include:

Minas-Espírito Santo Railway (EF-MES): Connecting São Mateus to Ipatinga, passing through Barra de São Francisco.

Planalto Central Railway (EF-355): Linking Brasília to Mara Rosa.

50 km Corumbá de Goiás-Anápolis Connection: A crucial addition to the Planalto Central Railway.


Expropriation Process


The official declaration allows Petrocity Ferrovias to initiate urgent expropriation proceedings, following legislation such as Decree-Law No. 3,365 of 1941. This urgent status ensures possession for the project’s swift implementation. However, Petrocity must still secure environmental permits and comply with regulations from other governmental bodies to proceed with construction.

This decision, issued by Alessandro Baumgartner, Superintendent of Railway Transport at ANTT, formalizes the acceptance of Petrocity’s engineering plan for the EF-030 Railway. It declares the land required for the project as a public utility area and authorizes the company to carry out the necessary expropriations.


The decision highlights Petrocity’s commitment to expanding Brazil’s railway infrastructure while ensuring legal and environmental compliance.
